South Coast Multi-Modal Study -
An Update
(SoCoMMs) is one of a number of studies undertaken on
behalf of the government to review the transport provision in this
country. On May 30th 2002 a representative group from Shepway FoE
travelled to Dover Town Hall for the 3rd round of local consultation
workshops.
The first round identified the current problems we were facing with
local transport, the second dealt with possible solutions and the
third was to discuss "The Preferred Strategy" adopted by
Halcrow the governments choice for consultants.
We waited with bated breath to see what Halcrow had in store for us
and when they unveiled their "preferred strategy" we were
pleasantly surprised as it contained elements we supported like the
improvements to the rail line between Ashford and Hastings, the encouragement
of rail access to southeast ports, increasing parking charges in town
centres and introducing a levy on all work place parking spaces within
core urban areas and out of town retail parks. There was also emphasis
on improved safety and access for the disabled, which was well received
by all.
Although the preferred strategy seemed balanced there were areas of
concern, which included road improvements to the A2 and A259, which
would increase and promote car use resulting in worsening congestion,
pollution and safety.
Generally, the strategy could have been more radical with more emphasis
on integration, improvements to public transport, and sensible alternatives
for the transportation of freight. It will be interesting to watch
the Governments response to the study and whether any of the positive
